In a major step designed to increase the transparency of land transactions and reduce fraud, the Uttar Pradesh state cabinet has adopted Aadhaar-based verification for property registration, which will take effect on February 1st all across Uttar Pradesh. This decision is a significant move towards digitizing land records as well as the registration process, which will ensure safe, paper-free, and non-fraudulent transactions.
According to officials from the state, this new method will confirm the identity of every person that are involved in the registration process, using electronically known Your Customer (e-KYC), biometric authentication, and electronic signatures that will limit the possibilities of fraudulent registrations and impersonation.
Cabinet Approval for Aadhaar-Based Property Registration
The decision was officially approved through the State Cabinet on Thursday. In announcing the decision, Ravindra Jaiswal, Uttar Pradesh's Minister of State (Independent Charge) for Stamp and Registration, said the plan was thoroughly discussed at an official review meeting, led by Chief Minister Yogi Adityanath on the 28th of August the previous year.
In the wake of this review, the government made a decision to modernize the registration system by integrating the Aadhaar-based verification to confirm the authenticity of people who are involved in transactions involving property.
"The Aadhaar authentication system will be made available to all sub-registrar's offices across Uttar Pradesh from February 1," the minister confirmed.
How the Aadhaar Authentication System Will Work
The new framework will ensure that the identity of executors and buyers, sellers, and witnesses who are involved in a deed of property will be verified electronically. The system will be based on:
-
E-KYC verification based on Aadhaar information
-
Biometric authentication, such as fingerprints
-
Electronic Signatures for digitally signing documents
This verification via digital means will ensure that only authentic Aadhaar holders are able to participate in the registration of property, drastically lessening the possibility of fake identities and documents.
The Minister also stated the fact that the program is currently being executed in accordance with the UP Online Document Registration Rules 2024, which were announced on August 2nd, 2024.
Strong Step to Prevent Land Scams
Fraudulent land and registration of property have been a problem for Uttar Pradesh, particularly cases involving fake identities or people who register properties illegally. The Aadhaar-based authentication system will be an effective deterrent to such actions.
This system will ensure that registration is not made fraudulently and increase the transparency of registration processes," Jaiswal said.
In ensuring that each person involved in property transactions is authenticated digitally, the government hopes to establish a foolproof and secure registration system.
Benefits for Buyers, Sellers, and the Government
The Aadhaar-based new program is predicted to offer many benefits, such as:
-
Security enhancements in property transactions
-
Reducing the chance of fraud and land disputes.
-
The registration process is faster and paper-free.
-
A greater public trust with respect to the Land Registration system.
-
Verifiable and accurate digital records
For individuals, this translates to better investments in properties, and for authorities, it means more accountability, compliance, and better data management.
Digitisation of Old Property Records Extended
In addition to approving the Aadhaar-based authenticating the government, it approved a plan to extend the project to digitize the old property documents for another six months.
The project involves digitizing the property registration records that were maintained by sub-registrar offices from 2002 to 2017. The project was initially approved for 2022 but was delayed due to operational and administrative issues.
Project Cost and Progress So Far
The digitalisation project was initially approved for Rs 95 crore. Due to numerous delays and extensions and delays, the total cost of the project has increased up to Rs 123.62 crore.
Despite the obstacles they have faced, the officials said that the project is close to the point of completion
-
99.11 percent of the indexing work is completed
-
98.37 percent of document scanning has been completed
A small amount of work remains to be completed in a handful of districts.
Districts Where Work Is Still Pending
According to government officials, the work of digitisation isn't complete within the districts of:
-
Etah
-
Varanasi
-
Moradabad
-
Mainpuri
-
Lucknow
-
Aligarh
-
Hathras
-
Agra
-
Saharanpur
-
Prayagraj
The extension of six months is designed to ensure that all remaining documents are accurately digitised and incorporated into the state's digital land records system that is digital.
Towards a Fully Digital Land Registration Ecosystem
With the Aadhaar-based authentication system and the digitization of old documents, Uttar Pradesh is moving closer to establishing a completely digital, transparent, and citizen-friendly land registration system.
Experts are of the opinion that when the two initiatives are in place, property-related litigation is likely to decrease dramatically, since digitally verified records provide the least amount of possibility of manipulation or dispute.
Harmonization with the Digital India Vision
The move is also in line with the government's Digital India initiative, which encourages the use and application of technological advancements to boost governance, service delivery, and increase transparency.
In adopting biometric verification as well as electronic signatures, Uttar Pradesh joins an increasing number of states that are utilizing Aadhaar to modernize public services.
What Property Buyers Should Know
Beginning February 1 Anyone who plans to register a property within Uttar Pradesh should ensure:
-
Their Aadhaar information is updated and correct
-
The biometric authentication process is a process that can be completed
-
Aadhaar is accessible to all witnesses and parties
Failure to submit the Aadhaar-based verification can cause delays or even the inability to be able to register the property.
Conclusion
Introduction of the Aadhaar-based identification for registration of property is a major change to the stamp system in Uttar Pradesh. Through the combination of biometric verification and massive digitisation of documents, the state government has addressed long-standing issues with fraud, impersonation, and inefficiency.
As the system is implemented on the 1st of February, the system is expected to provide greater transparency as well as security and trust for property transactions throughout the state, which will benefit both the government and citizens over the long term.
